Texas

The CSLB requires active general liability and workers' compensation insurance (if you have employees) plus a $25,000 contractor's bond. If your GL or WC policy lapses, the CSLB is notified electronically and your license is suspended automatically. Working on a suspended license is a criminal offense in California.

Technically yes — Texas is the only state where WC is not legally mandatory. But as a non-subscriber, you lose the exclusive remedy defense, meaning injured workers can sue you in civil court for full damages. Most commercial projects and all government contracts require WC regardless. We strongly recommend it for every Texas contractor.

If a third party is injured, your Commercial General Liability policy responds with bodily injury coverage and legal defense. If the injured person is your employee, Workers' Compensation covers medical bills and lost wages. As the GC, you carry responsibility for site safety regardless of who caused the injury.

Bonding capacity is based on your financial statements (liquidity, working capital, net worth), your track record of completed projects, and your personal credit.
